Would Delta allow me to fly standby to a different city?
So let's say I'm at Atlanta airport (Delta's hub) and I have a ticket to Oakland airport. I know that I'm allowed to fly standby on any flight to Oakland that's earlier than my flight. But say I want to go to San Francisco instead. Oakland and San Francisco are only about 10 miles apart. So say I just go to the gate for the San Francisco flight, which is, say an hour before the Oakland flight that I have a ticket for, and there is room available. Can I fly standby? Would I have to pay?

It depends on the fare rules of the ticket you purchased. Oakland and San Francisco are co-terminal airports, so if the fare rules permit standby to co-terminals you're good. Since different fare rules apply to different types of tickets, your best bet is to talk to a Delta rep. Good luck!

With United, once you check your bags you HAVE to fly to that destination and on that flight (unless you agree to be bumped for a free ticket)
